Licence Controller Qualification (LCQ)
With an LCQ you can apply for a Manager’s Certificate.
The Licence Controller Qualification (LCQ) course provides you with the two essential unit standards required by the District Licensing Agency before you can apply for your Manager’s Certificate.
Requirements to gain a managers certificate:
- Be of sound character and reputation.
- Not have any criminal convictions (If you would like further advice on this please contact our office).
- Be aged 18 years or over.
- Have had some experience working on licensed premises, either in New Zealand or overseas, or be in a position where the applicant is also applying for a liquor licence.
- The police and licensing agency report on the application.
- The applicant has successfully completed training and gained a recent Licence Controller Qualification.
You’ll gain an in-depth knowledge of the Sale of Liquor Act 1989 and an understanding of the implications of the Act for licensed premises. You will also gain knowledge of key Host Responsibility requirements under the Act as a liquor licence controller.
This qualification is issued by Hospitality Standards Institute and you will receive your LCQ certificate directly from HSI in approximately three weeks after your completion of the Course.

Please note: anyone wishing to apply for their Manager’s Certificate through their local District Licensing Agency must be at least 20 years of age.
Assessment
The assessment for this course is based on the requirements of the Hospitality Standards Institute. It requires that a written paper is completed and this must be done in the scheduled session time.
If the assessment is not completed or there are errors, the unit standards cannot be awarded. If you feel under prepared, you can choose to take the assessment at another time.
If you do not pass the test, you will have the opportunity to re-sit the assessment at any other scheduled assessment time within the next three months. A re-sit fee of $65 applies. (please contact the office on 0800 835 1014 for scheduled assessment times)
The course must be completed within 3 months of the enrolment date.
Course Cost: $250 GST inclusive
The LCQ encompasses Unit Standards:
4646 - Demonstrate knowledge of the Sale of Liquor Act 1989 and it’s implications for licensed premises.
16705 - Demonstrate knowledge of host responsibility requirements as a duty manager of licensed premises.
